engine revs too high at start

ive never personally seen it happen im just relaying what my buddy tells me is happening. if the pedal does move what could be the cause? what about if the engine races and pedal does not move? any help is sincerely appreciated!
Well, the pedal SHOULD NOT move, and I said to check the pedal, because if it's pressed down, then obviously this would happen! As for vacuum leaks, usually it would cause for the car to not accelerate, not to over-accelerate! If the pedal moves, maybe it's a transformer car! HAHAHA!
Also, check the throttle body linkage. Sounds to my like somethings in a bind and caught wide open. I don't think an electrical problem would give you this.
