MJ, check fuse #20 in your left hand heelboard fuse box. IT is possible that the fuse is blown and as long as you have power from the switchable source, it is enough to drive the module and the seat, but because power goes away after turn off the car, the module will loose all of its presets. After that, I would be leaning towards a problem with the seat module itself. But, I am not an expert on this car and there could be some other things that others will recommend before replacing the module.

Possible Easy Fix
I had a similar problem on our 1997 Jaguar XK8. The memory worked for the external mirrors and steering column; but, not for the driver's seat. Agree with previous reply to check the fuse first (I did and fuse was ok). I then got to thinking "hey, we're dealing with computer chips (in the module); so, I wonder if a hard reboot (like we do with a computer.....computer off / unplug / let set / start back up) would reset the module back to a default position. So, I simply removed the negative side battery cable for five minutes, reconnected it and........guess what.........it worked. I reset the memory 1 position for my wife, the memory 2 position for me, reset the dash clock and EVERYTHING works like new.
It's worth a try..........15 minutes max and no cost.
Had this not worked, I had already removed the memory modules from under each seat (easy to do without removing seats) and confirmed they are both the same "ford" part number. I was going to swap the driver side module for the passenger side module and try "rebooting"..............but, I didn't have to go that far to solve the problem.
Good luck. Let me know if either of these solutions work. roysegroup@comcast.net

Bigger Issue
I have a friend with an XJ8. His driver seat moved back, reclined to the maximum position and will not move from that position. He has not been able to drive the car as a result. I first suggested a re-boot but to no avail. Next I suggested he try swapping the modules, but I don't think he has tackled that yet. Has anyone heard of this one before?
I guess his other option is to purchase a periscope for driving while fully reclined... HA HA!
