Jaguar went from four exhaust outlets to two in 1974. The earlier four outlet exhausts had a muffler with four actual outlets so all four openings would emit exhaust gasses. I suspect you may have a later, two outlet muffler hence only the inner two are actually connected to the exhaust. If your car is a '74 the four fantail exhaust is not correct for your car. If you have a pre-'74 then it's likely at some point an incorrect rear muffler was installed.
I'm not sure when this was posted, but I just went and looked at my E.
The 2 outlet tip will not fit the 4 outlet muffler or the other way around, so this is very weird.
