I haven't worked on the F-Pace filler bowl but on other Jaguar models I have repaired, access to the filler bowl fixings is from behind and requires removal of the wheelarch liner and separation from the filler pipe.
Looks like you have a broken piece of the old latch still in there and I'd expect there's either a clip or moulding holding it in place which will only be visible/accessible from behind.

I've checked the Workshop Manual but it only has guidance on removing the complete Filler Pipe. The Parts Catalogue shows the Latch you already have is available separately as P/N T2H3661 which suggests two things:
1. it can definitely be removed/replaced
2. must be a regular fail!
It could simply be a push fit that requires no dismantling but I would definitely remove the wheelarch liner to check the back of the Filler Bowl first. Not worth risking damaging the Bowl and then needing to replace the lot.
