Before working on the driver's airbag or any other part of the SRS (Supplementary Restraint System), it is essential to disconnect the vehicle battery and allow time for the capacitors to discharge. Failure to do this can trigger the airbags with risk of injury and guarantee of an enormous bill to replace them.
You can't "open" the airbag. You can only remove it as an assembly.

I don't have the Workshop Manual for the F-Pace and unlike other Jaguar models, it has a circular airbag.
The airbag is likely to be secured setscrew(s) accessible from the back of the steering wheel.
If you have an airbag issue on a 2017, it MUST be covered by warranty and repairs should not be chargeable.
