I'm not sure which panel you mean? The internal carpet and plastic panels, or the bumper cover/valance? See attached PDFs for instructions.
If you just need to remove one/both reversing lamps you can do that from under the car (easier once you have removed the lower valance/diffuser, but it is not required). Note that the fog and reverse lamps are in the the same housing, which is why the workshop manual refers to them both as "rear fog lamps". The V6 for NAS markets uses a bulb, all other variants use LEDs.

Here's the issue. Looking at the removal of the rear trim panels for the coupe, there are a number of fasteners coded in pink. Looking at the actual car, at those point there are small caps deeply recessed into the panel with no way to remove them to get access to whatever the fastener is. Any thoughts?

If you mean the ones in step 6, they are fir tree fastners. You just remove the visible bolts in the plastic trim and pull it hard towards you as if you are trying to rip it from the car. It will come off easily and I have not managed to break the clips in the at least half a dozen times I've had that trim out.
(Don't forget to remove the emergency release handle first, which requires you to push out a captive pin.)

The only thing I will add is that it is very easy to drop fixings into the trunk void and have them roll under the battery or fuse boxes so it would be worth placing a blanket over everything before yanking it off just in case one/both of the clips fall out. I wish I had known that the first time I removed it - I had to remove the battery to get the captive pin from the release handle which rolled underneath it.

For 2016, my owner's manual specifies:"All lamps are either LED or Xenon units and must only be replaced by a Dealer/Authorized Repairer"
