Not any more so than any other component in gasoline. Benzene, on the other hand, is even higher octane, but extremely carcinogenic. Benzene limits in gasoline were regulated dramatically lower back in the early '90s.

The ECU pulls back the throttle, this is well known on Jag engines. It's exactly how you can have various power outputs from the same engine. Also the bypass valve on the V6 and the latest V8 is electrically actuated, not vacuum operated meaning it can be precisely controlled.
Or, there could just be a boost leak at the bypass valve...

This will cause a stir...
The reduction in power from the V6S to the V6.
Same thing with the 5.0L; 470ps, 495ps, 510ps, 550ps, from an identical engine.
JLR aren't the only ones that do this, the supercharged Ford Coyote V8 "Miami" here in Oz is similar, throttled back to hit a number.
