On the flip side I do feel like the wheel cleaner plus is stronger, but that could all be he power of suggestion from marketing. Both products are great. Plus only comes in an enormous bulk size however, so if you want more than the spray bottle only full effect has reasonable bulk sizing.

Not quite true....

In fact in spray bottles the Plus is only like a buck more so I'll go with it. Where the price difference shows is in bulk.

I called the company and confirmed that the Plus is indeed less diluted. In fact they said it's the same product with less water. You could literally get the Plus, add 30% water and then create Full Effect. The only rational decision between the two is "Is the Plus less than 30% cheaper that the Full Effect".

Easy to say when you're living in CA......not so easy when there could be multiple weeks of ice/snow/slush.

How does that relate to the strength?

You'd have the option of using the stronger product, undiluted, for your harsh circumstance, right? Only trial and error would determine the product strength that would be best for your needs. Buying the weak version would take those strength options away from you.
