Default Emissions Recall H223

The notice states that "Diagnostic Tool Unable to Read VIN"
Has anyone else received this notice? I just got this yesterday in the mail and I'll just ignore it since my state doesn't have either safety or emissions inspections, but it piqued my curiosity as to whether it relates in some way to the problem some of you have had with OBD devices.
Interesting that the last paragraph states in part: "The State of California requires the completion of this service prior to the vehicle's registration renewal."

I've received no notice and NHTSA shows no unrepaired recalls for my 2016 V6S. It doesn't sound like the usual OBD non-shutoff problem, although it'd be really nice if they did something about that.

Recall and emissions would have me worried for the simple reason that the LAST one on my '16 took away most of my snapping and crackling...now waiting for warranty to expire so I can get a programmer that brings them back. Fortunately have not had any other 'recalls' that screw with my car...
