I'm in California. The first two things I did when I got my new F Type home were to disconnect the engine start stop module and remove the front license plate and bracket.
I have not run a front plate on any of my cars since 1982. And only once was I cited. A motorcycle officer was running traffic enforcement in front of a nearby school and had a soccer mom pulled over to the curb. He saw me approaching, I was probably doing less than 20 MPH and he stepped out into the street, and pointed at the curb. He wrote me a "fix it" ticket for no front plate. I installed the plate, paid the $10 fine and removed it again the next day. For the few times that I received a speeding ticket in all those years the officers never said anything about not having a front plate nor added it to the ticket.
I suppose if you are being a jerk they can add an additional fine but the police don't seem to care for the most part. If I do receive a citation in the future I'll buy a Sto N Sho bracket.

Both my wife and I do not have front plates [I have a Sto and Sho bracket and the plate in the trunk]. Almost every nice car around here does not have a front plate either and the local cops just seem to ignore it. Same case on the freeways with CHP. The only time I get a bit uneasy is if I am returning from having a couple of beers. In this case, I am generally within a mile or so of my house and take the least traveled route possible. It would be horrible getting pulled over for the plate and then getting busted for having 2 or 3 beers over a few hours.

A friend of mine got pulled over for not wearing a seatbelt (mandatory in the UK but he was convinced he'd be burned alive in a car fire). Unfortunately, he was on his way home from a port tasting session so he ended up with a 1 year ban, points on his licence, and subsequent heavy loading on his insurance.

Although drunk driving is a fool's game, bars and restaurants are full of people doing just that. I am not sure what the right answer to this is, but causing an accident because of drinking irresponsibly is simply unacceptable.
