Did they ban it for all uses, or just personal autos? That is, do they expect trucks, container ships, and planes (lol!) to be electrified?

Did they ban production of new combustion engines?

Germans have truly lost there minds and have all gone nuts! First was the influx of CRAZY sick in the head immigrants thanks to
Chancellor Merkel and now this. Are they all taking insane pills there or what!

It's not so bad. They can still buy internal combustion engines from their neighboring countries and still produce them for out of country markets, if I understand the new law correctly. Just can't sell brand new ones in Germany after 14, years

While larger approvals will still need to go through the legislative process,
This seems to imply it is not a binding resolution.

That's correct. It's also questionable whether it can be implemented without full buy-in by the EU.

We live in California, it's more nuts here than anywhere else in the world regarding regulations.

As a non-binding resolution, it's nothing more than political rhetoric at this point.

However, there's no doubt that there will be increasing pressures on manufacturers to develop alternatives. One way of doing that is what the German legislature did.
