That July deadline is to exclude yourself from the lawsuit. The final hearing will be held October 10, 2024 but there can be appeals after that. The earliest you could potentially have the work done would be after the October 10 hearing. But I suspect appeals may drag that our further.

NOTE: The notice is not that there is a class-action lawsuit, rather that Jaguar Land Rover North America has agreed to settle the lawsuit by providing certain upgrades and/or updates to the InControl systems in certain vehicles (as specified in the notice) and extend warranties, pending approval by a federal court in New Jersey later this year.
The notice further advises affected owners of their right to question and criticize the terms of the settlement or to opt out of the affected class in order to pursue their own legal remedies, subject to a specific deadline. Read the notice as per the OP's provided link.

That's not really what the lawsuit was about. Rather, some owners have experienced recurrent screen blackouts, system reboots, loss of Bluetooth functionality, etc., as well as inability to receive system software updates OTA, as promised. The pending settlement has JLR agreeing to fix and extend warranties.

In the center console have you tried going to Settings then Software Update? I have that option on my 2018, but I am not sure if 2017s have that option.

I don't think that's true. Before JLR would be obligated to make the fixes it's agreed to do, the court would need to ratify the settlement and JLR would need to issue specific instructions to its dealerships.
