Bizarre indeed. CCMs are capable of dealing with much higher temperatures than cast iron brakes (they are NOT steel BTW!).
Interesting that they warn of caliper discolouration, again only with CCMs. IME it is quite easy to achieve temperatures also with cast iron brakes that will discolour the calipers.
Also odd that they advise to remove the cooling ducts for street driving, apparently over concerns of debris, not temperatures. What sort of debris are they worried about that would interfere with brake operation and would not be able to get into the brakes without the ducts? Gravel/stones getting jammed up comes to mind as a typical debris problem, much more likely to get thrown up by a tire than enter through a duct, I would think.

Maybe they are conserned that the cooling ducts will scoop up rain/water and spray it directly on the discs, reducing the initial brakeing power?

If your CCMs get chipped (with say stones), I think you have to bin them.

If your F-TYPE is fitted with the Jaguar Carbon Ceramic Braking
system (CCM), the fitment of brake ducts is recommended (part nos. T2R-15213 and T2R-15214). These should be fitted for track use only (they are not advised for road use) and are
