Default Life after spacers?

Just wondering if you get a set of spacers installed and cut off 3mm off, can you later go back and install wheels without the spacers? or will this be a big safety risk?

My recollection is that the 3mm to cut off is unthreaded. That won't affect safety if the spacers are removed.
