As far as the mudslides, wildfires, and what-not are concerned, there are ways to mitigate such. Not so much when it comes to frigid temps, iced roads, and other unpleasant things that accompany in some areas.

Regarding unfinished garage "sheetrock"... when our house was built 15 years ago, there were checkboxes for "Garage Insulation" and "Garage Wall Finish" with costs associated to do each. We left them both blank. (We weren't given a choice regarding garage sheetrock installation or mudding the joints. Apparently, it's code in this place and time.)
Regarding mild temps... our Jag is not a garage queen. It sits in the garage hooked up to the CTEK ready at a moment's notice. Took it our yesterday for a great drive to La Conner. Lots of rain, wind, sun, snow geese, and a rainbow. It's back at home now, waiting for a call.
