I cannot comment if 7k is normal for a remote system but I can certainly comment that spending 7k for one is outrageous. To me, 7k is a great deal of money and most particularly when spent on a detector. Ok, let’s do the math. Say you get three tickets per year. How many tickets would it take for you to reach seven grand? Perhaps longer than you would own the car. Of course, you have your points to worry about yet the up front costs just do not seem to add up for me.
There are a number of stealth detectors on the market for significant less money which I would recommend that you investigate. You can jump on the radar forum, Vortex Radar which is excellent and a number of radar manufacturers sites all of which address the issues found in your state of Virginia.
I lived in Virginia for many years, at the Pentagon I should say, but I slept in Springfield and always ran a detector attached to the dash. Never had an issue, never got a ticket. All luck, I know. But unless you are coming off GameStop I would seriously consider other alternatives.

Nice set up.
I'm in VA and detectors are illegal so I'm starting to lean towards a fully installed system because it's more discrete. I got a rough estimate for a full radar/laser jammer set up for $7k. Is that pretty normal? I was hoping to spend no more than 3k or 4k for an installed system but 7k seems bit high. The spot between the start/stop and cigarette lighter seems to be a perfects spot for the radar system remote controller.

I run an older Escort Redline. It is designed more for long distance and open country. It gets false signals in town and pics up everything but man it has a super long range. Sometimes I will get lit up and I am like where is he? Then a mile later there he is. Sometimes the false signals slow me down but better safe than sorry. I have had it for over 10 years and has saved a lot of tickets! I don't run it everyday in town. Only on road trips or once out of town.
