Default Rear area of license plate has multiple holes

Hi guys,
I was installing the metal license plate onto the back of the (removing the temp plate) and what do I see several different size & different shape holes located where the plate would be mounted.
What's up with all these holes. Anyone know???

I'd guess for different shaped license plate mounts for different markets world wide.

Either that, or its part of the "secret agent" option package...

What JackMac said. U.S. license plates are different than chinese and EU license plates, and thus require different sized brackets. Each bracket has a different method of attachment based on regulations and such. Cheaper to make a one size fits all.
