Short answer is NO.
BUT .........
A Jaguar Dealer will only replace a hub. Jaguar do not list/supply studs separately and franchised dealers will not replace broken studs. That isn't to say it can't be done but it requires the hub to be removed from the vehicle to give sufficient clearance to press out the broken stud and press in the replacement from the rear.
If you can DIY, it makes sense but if you are going to be paying to have the hub dismantled and the stud removed/replaced then the additional labour would probably exceed any saving in not using a new hub.

Where on earth is this dealer located ? (!!) They are coining it. $1000 just for brake pads is outrageous, are you sure there isn't more work in that quote ?
