Pretty normal to charge you if your car is out of warranty. Even under warranty, certain rapairs that come with the guidance or instructions of a TSB can be billed to the customer. A technical service bulletin simply gives dealers an instruction set for making certain repairs. Some repairs come up with enough frequency that the factory engineers might develop a special process, or the repairs might take on special processes or procedures that the field technicians would have to develop on their own, so the TSB becomes a factory approved and consistent methodology.
About the only thing you have a chance to get for free after warranty is a mandatory safety recall. The whooping transmission fix is definitely going to be billed to you outside of warranty.

A TSB is NOT a service action or a recall. As stevetech stated, a TSB is a fix for some common fault or a diagnostic procedure. Some TSBs become recalls but some are just clarifications after repeated inquiries from dealer techs to Jaguar Technical Hotline or known issues. A 'whoop' is probably not a safety issue so Jaguar will not pay for repairs after the factory warranty has expired and no recalls will be issued. Car manufacturers continually upgrade products and sometimes repair previous faults.
