Default Vacuum Advance

I am working on a 1988 XJS V12 replacing the brake reservoir and master cylinder and front brake pads and I noticed an old clear lawn mower type fuel filter connected to the vacuum advance hose. Now I am definitely far from a Jaguar expert but I'm pretty sure this shouldn't be the vacuum advance final connection. Is this a modification unique to the Jaguar V12 or should this hose be connected somewhere that I will have to track down???

Nothing to do with advance or retard but distributor ventilation.

A TSB was issued to dealers to perform the modification.
