registering a second hand car

whats the procedure for reregistering a second hand car.
the reason is am thinking of buying a car off someone with a personalised number plate from new, so no original plate. he wants to keep it obviously.
my current car will be sold.
is it just a matter of contacting dvla and getting the car reregistered and making the plates up and amending the log book?

When the present owner transfers the Registration Number, DVLA will allocate a replacement age related registration to the vehicle.
The 'cherished registration' number can be transferred to another vehicle or placed on Retention. This should be done before the vehicle is registered to you.
Here's the Application Form V317 and Guidance Notes:

The present owner must ensure all the details on the Registration Certificate (V5C) are correct, MoT (if applicable) is valid and the donor vehicle is taxed and insured. Failure to do this will result in delay and can lead to forfeit of the registration.
It's bureaucratic but straightforward. Vehicle inspection by DVLA is sometimes required but I've only had to present one vehicle for inspection at my Regional DVLA office in forty years of transferring registrations.
