It appears that the new software does have a rating system feature for threads, and I haven't seen anyone use it yet. Don't forget it IS there, and feel free to rate some of the more useful, and useless threads as a way of voicing your opinion.
Just go to the bottom of the thread (i've typically seen these at the top of other forums) and you'll see the option.
Enjoy, and use these wisely.

You had me wondering for a while there, all my standard thread tools are at the top as in your second S/Shot. Even turned the laptop over to see if they would move to the bottom!
If used correctly it would also help us to spot good FAQ candidates.
(I see that you still have the banners, IP related if you check the location)

Food for thought - why should/would we rate the threads in the first place? Some are very important and useful to me, others not so - and I suspect that interest level is prevalent among the readers. How about asking them if they would want the threads rated or not before we spend a lot of time figuring out how to do it? Best to all DaleD
