Overheating - Fan Control Relay?

All,
2001 XJR overheats when idling or in traffic on a hot day. The coolant is full, i have replaced the waterpump and the coolant temperature sensor.
My fuse is blown for the radiator fan, i have determined it should be 30A instead of 20A which the last owner was using.
However, when i plug in a new fuse, the fans come on (slow) without the key in the ignition. When i turn the ignition on they go off, and if i drive the car the fuse blows (should be 30A, will replace today).
Everything seems to point to the Fan Relay Control Module. Where is it?, i have checked the JTIS, there is reference to it. It is not the two relays at the front drivers side they seem to be the windscreen wipers/washers.
Any help or insight greatly appreciated, please be mindful as newish user i cannot access pictures or download yet.

Does anybody know where this part is physically located. A description says that this relay is located belowe the ABS module, So am i right in thinking that the bumper will need to come off in order to find this?
Also, an update on the fuse, i used the correct 30A fuse, now the fans work, and their is no overheatin. However, the fans will not shut off when i turn off the ignition.

THis may be your lucky day. I just sorted this out after months of work. And it was simple.
I have an extra relay that I can ship to you if you still want it, and if it works you can pay me the 40 bucks I spent on it. If it doesn't, send it back to me. But I would bet that is not your problem.
In the end, my problem was the wiring connector to the left hand fan. It had burned internally, fusing it to the fan, and making its removal for inspection difficult enough that I skipped checking it several times when I tried to track this down. I finally forced it down with a flat bladed screwdriver, and it popped off. I could see that it was burned, and McGivered a new connector. It works great now.
I have an extra relay that I can ship to you if you still want it, and if it works you can pay me the 40 bucks I spent on it. If it doesn't, send it back to me. But I would bet that is not your problem.

The relay is located just ahead of the left front tire in the space covered by the plastic skid pan. It is mounted to a spade connector and hangs down in the void infront of the tire.
I bought mine on ebay, replaced it, to no avail. I don't think that is your issue. Before you get any bright ideas about building a relay and jumping into the wire feeding the fan, I would test the continuity from the relay to the fan. I was just about to relay into the fan when I found my problem. I think the relay would be a problem after close inspection of the wiring diagram. This is a complicated fan circuit......and I think you might screw it up feeding current into the curcuit.

I found the relay and both my connectors were good. What i noticed is that when i touched the relay, there was a clicking noise and everything worked correctly, when i let go it clicked again and everything stopped working.
So i think i will PM you about that spare relay of yours, it would seem that this could be the issue.
