Clem, I see you are in AU.
I had a friend in the fibre glass industry who used to repair fuel tanks, particularly in early Toyota Landcruisers and sundry other types. Unfortunately he is now retired in a nursing home.
He used to lightly sandblast the affected areas simply to get a clean surface.
A layer of Nexus tissue would then be glassed over the affected areas and allowed to go off (or set).
This would serve as a block to the next layers of epoxy or polyester resin impregnated glass dribbling through the rust holes
Then layers of woven rovings or chopped strand mat impregnated with resin would be applied to build up the repair.
This worked very well and I have used this technique myself on fuel tanks particularly on MK1 and Mk2 Jags which are liable to rust through the top of the tank due to mud getting trapped between the tank and boot floor.
Fibreglass does not react to fuel and the tip tanks on my Piper Cherokee are fibreglass.
If you don't feel capable, check this out with a fibreglass repair people. There are lots of them around the marine industry

Not an answer to your question but there should be quite a few fuel tanks around, I would know of a few in VIC.
