The wheel should just pull straight off. It may be corroded on, so if you can get behind it you might need to give the rim some persuasion with a dead blow or other of faced hammer. Hit it on the rim, not the tire and spin it around to give even force.
However, if this is a rear wheel, you'll need the car jacked up enough to allow the suspension to go to full droop. You need the space to get the wheel past the rear fender skirt.
The part you removed is generally called a knock off or spinner. The part attached to the car that the wheel is located by is the hub.

Follow all above. With the knock off spinner removed. Don't be shy to fire up the engine & rock the car backwards & forwards (Reverse/1st) quite harshly to loosen a corroded spline. (Obviously off the jack standing on it's wheels). Likewise with brakes on a front wheel.
When you refit use either a moly grease No 2 or a dry high solids (MOS2/Graphite) dirt bike chain spray) on the splines.
