I was going to ask the same question.
If the Headlights switch is OFF, then it could be a shorted headlights switch, because otherwise that doesn't happen.
try moving the headlights switch from OFF position to the two or three ON positions and back to OFF a number of times, like we do when a volume knob is scratchy in a radio. to "clean" the contacts.

yes it is with light switch off and panel switch off

They should not be on as the Ignition switch is a kill switch so when the key is turned to the off position the power from the battery should not be able to get to the fuse box.
Has this always been the case?
The wiring on the Jaguar is very simple but without being in front of it diagnosing a fault like this is impossible although many solutions can be thrown in the ring.
I would start at the Key ignition switch and check the wiring from and to this point. There should be a live from the battery/Ammeter to the Key switch. There are then two wires out. One to the starter button the second to a fuse connector.
With the key off and out there should only be one live to the switch and no power coming out to the fuse. If you have power going in and coming out you have a faulty Key switch. Check you do not have a short around the back of the switch as the wiring can become old and flaky causing a short across the back of the Key switch from the live going in to the wire going to the fuse terminal.
Disconnect the power going in to see if the power is still getting to the lights then repeat this with the power out to the fuse terminal to see if the lights go out.

The MK2 wiring is a lot simpler than the S type wiring.
For a start the whole basic light circuit has nothing to do with the ignition system. Power is fed from the "B" terminal of the voltage regulator direct to terminal 4 on the main light switch. There are no fuses or relays involved.
The power for the panel lights, number plate light, parking lights etc are fed from terminal 1 of the light switch. The power for the panel lights is then fed through the 3 position panel light switch.
The panel lights will only work when the main light switch is in the park or headlight on positions. I just checked this on my own MK2.
So either the main light switch is faulty or someone has mis wired the switch.
It is very easy to drop the centre switch and instrument panel and check this out. 2 big WARNINGS.
(1)Make sure the air vent pickup is in the CLOSED position. If it is open you will bust the plastic indicating strip along the bottom of the panel.
(2) Disconnect the battery by removing the earth terminal. Remember that this switch is live and there is no fuse protection, so a short could lead to a burnt wiring harness
I have tried to attach a scanned copy of the wiring diagram but have not been successful. Still trying to workout how to do it.
