I'm pretty sure you can buy special tools for the notched radio nuts but you won't need to.
Take a flat blade screwdriver and engage it into a notch then use a heavier tool....small hammer if you have one...to gently break the nut free by tapping in a counter-clockwise position.

The fuse is usually in the area of the left ashtray. If you remove the ashtray and ashtray bracket you should be able to root around in there and find it.
There are usually two radio fuses: 12v constant and 12v switched. They should both be in the same area, along with the power seat fuse. Silly location....one of Jaguar's dirty little tricks. On my car I extended the wiring so the fuses could be located in an easier to reach location.

i can now move my attention the side fender lights ,they are amber lights on the front corner of the fender .i found the fuses and they are good but i have no power at the lightbulbs?sooo the fun begins,

Check/clean the bullet connectors which sorta poke out through the opening on each nner fender...a bit forward of where the diagonal fenders braces attach.
Also, on the back of each marker lamp....you can see if you look up inside the fender...you'll observe the 1940's method of grounding the lamp. Clean the grounds.
While you're at it remove the head lamp fuse box (once small bolt at the bottom), lift it away an inch or so, and clean all the bullet connectors you find nesting there.
If you're really ambitious just spend a day going from bumper to bumper clean every connecter, relay terminal, fuse end cap, fuse clip, and ground point that you can put your hands on. You'll be preemptively correcting about 90% of the notorious Lucas electrical problems
