Congrats! You have a VERY rare code!
(That's very rare on here - may be quite common in the dealers for all I know.)
If you do a search you'll find mention of jtb00139 (aka JTB00139) by Brutal - who knows his stuff.
It can apply to S-Type cars in VIN range N52048-N90234 (and other ranges for the various jags which have "seconday air" - air added to the exhaust - XJ, XF & XK), and is a reflash of the PCM.
Your car may have already had the reflash or may have an actual fault but the first thing to do is check with a dealer and (probably) have it reflashed.
I thnik up to some date the reflash would be free but don't know if that will still be the case for your car. Should be fairly cheap, as it's probably about half an hour to do.
Have a chat when it's being written up so they've definitely put the P0491 on the work sheet and if they didn't mention JTB00139 I think I'd want to get them to add it ("customer mentioned JTB00139" or something). Depends who you get to talk to.... if they work in servicing and know about this stuff they'll hardly be surprised. I hate to annoy the good guys by seeming to tell them their job, but at the same time it's worth pointing them in the right direction in case they don't! Maybe mention you've a friend in another state who had this and that's how you know about it.
You can probably get a list of all the work that's been done on your car at jag franchises if you ask nicely, as well as a detailed build sheet if you're interested.

Oh, and do you think they'd be able to tell me over the phone if the reflash has been done? I ask this because my most local dealership is over 2 hours away.

I think they SHOULD be able to tell you. Whether they ACTUALLY will.....
If you really want one, such things are supposedly available from quite a number of sites (google for service bulletin or some such) but it'll also be on jag's GTR / TOPIx (non-free, but fairly cheap, follow link from their home page). There will also be vast amounts of info about your car (the workshop manual) and if you're good at downloading you can grab quite a bit even in a day's membership. (The electrical diagrams, for example.)
