Coolhot...what are the last 6 digits of your VIN?
There were at least three different setups depending on VIN number. The earlier ones had a replaceable multi-LED strip. The later ones, requred the replacement of the entire stoplight assembly.
I think you have the later one but there were a couple of versions depending on the VIN.
The part is around $100 online. You would need to follow the JTIS instructions for removing the rear parcel shelf, in the 'Body and Paint' section, subsection 501-05 'Interior Trim and Ornamentation', subsection 'Parcel Shelf' (76.67.06)

Sorry its not free but for $20.00 its very well worth every penny! I have a 5 year plan. I looked up the procedure for removing the parcel "rear" shelf to gain access to the "high mount brake light", there are 2 procedures with diagrams.
There is a wealth of knowledge that you can read about and become more educated with your vehicle! It also covers TSBs, codes and much much more!

The steering wheel moan is a ten dollar DIY fix, there's a Jaguar TSB on it which involves putting a special fluid in the power steering reservoir.
