2000 Jaguar S steering issues Tightens Loosens
I just bought it and it may need suspension work. It tightens up especially on rougher roads. Fluids ok. It fights me. It may have suspension problems since I hear some noises. I haven't got it up on a rack yet. Where is the variable assist electrical plug at? Some say unplug it and it will be loose all the time.

+1 on having the suspension looked over by a competent Jaguar specialist as quickly as possible.
You do not mention the number of kilometres/miles on the vehicle, but the front suspension vertical links containing the lower ball joints are known wear items as are the front upper wishbones that include the upper ball joints and inner bushes.

If unplugged you will have hard steering all the time.
With the miles you have I would get ready to replace all the moving parts in the suspension front and rear.
If you are paying for this get rid of the car and upgrade to a 2003 and up. Many improvements even though the car looks about the same.
No car details so we are again in the dark but if you have the V8 you better do some searching about the timing tensioners.
Are you a good mechanic? It's the only way you can survive owning a used Jaguar. I know I own one!
