I'm not sure I fully understand your question. Are you concerned because the estimated range changed by 2 miles after driving only one block? If so, the estimated range is only a rough approximation, based on fuel quantity and the recent rate of fuel consumption. Normal sloshing in the tank will easily cause a minor change at the sending units, and the computer will quickly change its calculations to match. AFAIK, the programming isn't smart enough to catch you've only driven 100 feet since the last guesstimate was made.

In a word... no. Your S-type has a "saddle bag" tank arrangement, with a fuel pump and sending unit on the right side and a passive "transfer pump" and sending unit on the left side. The car's electronics takes input from both sending units and combines them to prove the output to the fuel gauge. You may be having a problem with this part of the system.

It sounds like the float that measures the level might be sticking. The float is on the passenger side and is part of that pump assembly. How long since you put tank cleaner in the tank? The float is also part of the electrical system. Try turning your key on and off a few times. You'll hear it energize and see if that helps.
