2000 S Type will not start

New member here with a problem. Thanks in advance for any suggestions. Problem started about a year ago and was intermittent. Every so often when I attempted to start the car nothing would happen. Battery is fine, instrument lights would light up, no water in trunk, nothing would happen when key was turned. I found out that by turning key off and on to the start position over and over it would eventually start. Sometimes it would go for months without a problem and then it would return. Sometimes it wouldnt start on the very next attempt. You never knew when it would start or not. It would take as little as 15 or 20 attempts or sometimes take 20 minutes of cycling the key off and on until it finally starts. Now it will not start at all. It appears what ever was intermittent has now finally broken. I have checked fuses, relays, tried all three keys and have had no luck. My question is, has anybody else had this problem and where should I start looking for a solution. I know it could be a number of problems but any help would be appreciated.

When you put key in ignition, does the Red LED (Pats light) light up and go out, or does it blink?
Also, put window down and lock car with remote. Then reach in and unlock it and open door. Alarm will sound. Put key in ignition and see if it turns off the alarm. Report back with results.

Under the hood, relay # 15 is the Starter relay. #14 is the PCM relay # 1, #3 is PCM relay # 2. I think under the fuse box cover it tells you which relay # is which. Swap #15 with 10 or 13. See if starts.
You also need to check power up there to relay. Also, check your battery for proper charge.
