2000 s type won't start after new key programmed RESOLVED

Bought a 2000 jaguar s-type. He lost the keys. Sold it cause he couldn't afford tow/keys/programming. That's where I got it. Alarm kill battery. After tow dealer,and a couple days for them to understand what I was asking them to do. They said they were having problems programming the keys. Then two day later They said they got it to turn over it won't start. I couldn't afford $200 dollars for diagnostic fees so it had tow to a friends shop who is certified to service jaguar,Vw....etc. This shop just told me that there diagnostic tool is telling them that the alarm is activated even though it still turns over. Is there something I can do before going back tithe dealer. Or is it possible that it doe sent start because the keys weren't programmed correctly.

Did you try disconnecting the battery and let it reset when you re-connect it? Does this car have a LoJack installed? Mine does and if it is stolen, the signal will continue to work even if interrupted battery disconnect (police have to turn it off). You may also want to take this car to a Jag dealer and pony up to get it to work correctly.
