Maybe the horn itself. If you have a test light (DVOM is better) check for voltage at the horn while someone pushes the switch. If you have voltage at the horn then the horn is bad. If you do not get voltage there, then probably the horn push switch behind airbag is bad.
Remeber the ignition should be on while you check the voltage at horn. Just unplug it and probe connector gently. Let us know what you find.

Sorry we posted at same time. Read the above. Remove the grill. Only 4 bolts hold it in. 2 at top and two behind it. All you need is access to connector so you can see if voltage there. If there is, horn itself is bad. I apologise, sometimes I am not good at explaining how to get to things.

Then if you are positive the relay and fuse are good, I would suspect horn contacts. You need to disconnect battery, then turn steering wheel 90 degrees from center each way. There is a 30 torx screw on each side holding airbag in. Loosen them up - they wont come out - and pull airbag forward. See if the thrid connector (not the two on airbag) is plugged in. If so, I would say horn contacts bad. You can replace them yourself.
