If you don't want to buy any parts. Start swapping one part at a time to the other side. The high beams on all S Types are Halogen and not HID’s so no ballast.
How do you know that all those items are good?
I believe the headlight are on relays and not fuses. Because of safety reasons. If you get a short then the relay will cycle the lights off and on so you have a chance of getting home. If they had fuses you would be dead in the water.

Check continuity of the ground wire at the head lamp connector when the headlamp switch is in the on position--
The headlamp ground comes from the FEM(front electronic module).
The circuit for the lamp is activated by this unit switching the ground supply when headlamp switch turned on.
If you truly have power on the power wire at the headlamp connector then there must be a fault in the grounding circuit, eg broken ground wire or faulty FEM.Since the other head lamp works it is unlikely to be the head lamp switch.
All the circuit information you need is in the Electrical diagrams given in the JTIS.
(Ask me how I know----in my case there was a broken power wire between the fuse block and the head lamp connector,I decided to figure it out myself when the shops gave me a $900 estimate to fix. )
