Default Boost Control Solenoid Valve

Hi All
Can anyone give me an explanation on the function of this valve? I know when used with ordinary Turbos, they control the wastegate preventing overboost but in the case of the 2.7 V6 diesel, the turbos are variable vane units controlled electronically/electrically by actuators. So what does it do?
The reason for asking is I have running problems with the car (no boost / no power / 30mph maximum) and previous to that had lots of black smoke from the right hand bank. The valve was changed at that time for a used but good one (couldn't source a new one) which improved it then. The car was then idle for a few weeks and now it'll hardly move. The code it throws up is P0046 - Boost Control Solenoid Valve. I still suspect I may have a sticky variable vane actuator on the right hand bank turbo but I'd just like to know what this solenoid valve does. Any ideas welcome. Thanks.
