Am I missing something? The OP is in California, and the eBay description says "not legal in California".

My buddy installed that same exact one (bank 1 side) and he passed smog in CA.

If you go to an exhaust specialist located in California, they can install a CARB-certified catalytic converter(s) as several manufacturers make them and have certification numbers from CARB.

A repair shop in California that installs a non-CARB approved catalyst is breaking the law.

true! the only thing is, they weld it in rather than get the whole piping replacement. Not bad if you don't care about it and want to pass, but bad when it comes to you keeping the work clean.

If a repair shop located in California welds in, or otherwise installs a non-CARB certified catalytic converter into a vehicle to be operated in California, they are still breaking the law.

The OP asked how to find CARB-certified catalysts so they should locate a competent exhaust specialist that can supply the correct parts. I cannot with any confidence, recommend eBay for such items.

At least the eBay vendor was up-front about the product.

As I understand it, not only does the converter have to be CARB-compliant, but there is a specific CARB converter for each make of car, only that converter can be used and substitutions are illegal.

That is mostly true, however one can install an OEM catalyst for a significant price, or go with a CARB-certified aftermarket converter made by one of several vendors.

Either the OEM or a CARB-certified aftermarket catalyst can be legally installed by a licensed repair shop on vehicles registered and operated in California. Any bolting/cutting/welding of non-CARB certified catalysts is illegal.

I have seen early S-Type cars have a CARB approved aftermarket converter installed for less than 400$US, which is a significant savings over the OEM units.

NBCat, is there any difference between the OEM converters for a California Jag and the OEM converters for a Jag in other parts of the USA? If not, what other changes are needed in order to meet California emissions?

There may actually be no difference between the converters that are CARB-approved and those that are not other than the fact that the manufacturer applied for certification and submitted test results showing their product meets certain criteria.

Several years ago, California allowed converters to be disassembled and refurbished but there were mixed results leading to consumer complaints, so the program was discontinued and for some time, only OE converters were available.

Thank you for the posts and information. I am going to go with 2 converters that are coming off a CA Jag with 50,000 miles. I have been told that if I use a converter that is not certified in CA and if the smog specialist checks the numbers on the part, it would be an automatic fail. I don't want to risk this and have to do it twice. Whoever buys my Jag after I get the work done and smogged, will be a happy camper / Happy Jag driver! It's going up for sale.

The regulations are very vexing. I used to live in WA and when moved to CA both my cars, were registered with no issues - just pass the smog inspection. The converters were not changed. However if now the cars develop an issue I have to spring for a "certified" converter.

btw. there is a database you can check and as far as I know there is nothing certified for 4.2 NA engines, there are a few products for 4.2 SC engines only.

Thus far, there are sixteen states that have adopted, or are about to adopt, California (CARB) emissions standards. It can be quite frustrating trying to locate CARB-certified catalysts, but they are available for less than the OEM units.

Then you must replace them with OEM catalytic converters.
