Default Can someone tell me the name of this part?

I need to find out the name of this part, I know I am pretty stupid not to know, but I want to be able to tell my brother what it is so he can come ready to replace it. Looking at the photo you are looking from the back of the car, you can see part of the passenger side rear wheel in the lower corner of the photo.
Thanks

I would replace that and install the updated rubber blocks at the top that replace the plastic nut covers.
