Cigar Lighter Issues

Cigar Lighter Issues
I am really hoping that someone can help me resolve this issue. I apologize in advance for the lengthy post, but I don't want to waste your time so I'm going to give you as much detailed information as possible. I recently bought a 2002 Jaguar S-Type 3.0 V6 from a private seller and I love the car. I traveled several hours to West Palm Beach to pay for and pick up the vehicle. On the way home I tried to charge my phone with a cell phone charger (iPhone) with no success. I quickly checked the cigar lighter itself and it would not pop up. When I pushed it completely down it became stuck and I had to apply pressure to remove it.
Long story short, I drove all the way home to Alabama (7.5 hours) with a dead cell phone. I checked the manual once I got home and found that the fuse for the cigar lighter is yellow, #32, 20 amp--located on the right side of the glove box. I picked up a pack of new fuses and upon changing out the old one noticed that it was indeed blown. I replaced it with a new one and nothing worked--GPS adapter, cell phone or lighter. I tried to wiggle the actual cigar lighter compartment around with a pair of scissors and quickly realized that it had 'fire' because it sparked. (I know hindsight is 20/20). Anyway, I checked the new fuse and it was blown so I replaced it with another new one and still nothing.
I pulled the new fuse back out and it wasn't blown. I returned to the auto parts store and they did a circuit test or test light and it worked--the bulb lit up indicating that there was definitely power. I knew that there should have been electricity due to the previous spark, however, I can not get any of the devices (lighter, chargers, etc.) to work when inserted. The GPS adapter worked previously in my '99 Rodeo and so did my iPhone charger. I took both chargers out of the Jaguar last night and tried them in the Rodeo again to see if they had a short, but they both worked.
After reading the manual, I have came to the conclusion that there is only 1 electrical accessory on this model--don't know why that is--I have an '02 Alero and it has 2 outlets and my '99 Rodeo 2 as well. I left a message for the guy I bought the car from to see if he was aware of it and possibly had a work around. I am not mechanical by any means so unless I hear something differently, looks like I'm headed to a mechanic. Please help.
