The S-Type Workshop Manual doesn't list a P2406, but it does list a P240600 with the same definition you describe, so it's probably the same code. Beginning on page 1802, the manual provides Pinpoint Test D you can follow to diagnose the problem.

P2406 Emmision Leak Detection Pump
P2406 CodeEvaporative Emission System Leak Detection Pump Sense Circuit High
I just fixed my 2008 S-type 4.2 which has been showing this code intermittently over the last 3 years I have had the car. When I bought the car it came with a new charcoal canister still in the box from Jaguar and it turns out that when you want a Leak Detection Pump you have to purchase it in a kit with the canister. When I got the car I just thought would put the canister in someday in someday, turns out you can only do that by dropping the whole rear end. I did eventually drop the rear end to refurbish it as this is a Canadian car driven year round. At the time I just unplugged the ELDP (Emission Leak Detection Pump) and sprayed some contact cleaner in it and plugged it in. I still ended up with an intermittent P2406 code which I just reset with the ELM327, it never affected anything. Well now it is emission check time for new plates and I took the car in with no Engine Check Light (ECL).I failed for the P2406 code. I ordered a replacement Bosch ELDP for $206.00 Canadian, a lot cheaper than the $700.00 kit from Jaguar with a charcoal canister I didn’t need. It is possible to get the pump in without dropping the rear end but very difficult with the hoses to hook up. I got the new one in and then found I could not get the electrical connection on. Further investigation showed that the connector plug had one of the connector tabs which are pin size with a broken terminal inside of it. A look at the old ELDP revealed one of the terminal pins bent out of position. It seems that before I got the car this pump has been replaced before and someone had managed to bend the pin. Probably why I got a box with a new canister in it. There is no room in around the output shaft to repair the pin so I ended up cutting a hole in the floor of the trunk and bring the terminal up there to repair it. I did get the broken pin out of the terminal and get it hooked back up. After a week’s driving I do not have a P2406 warning, I have a Check Gas Cap warning light so it seems the pump is repaired and now I have to chase down the dreaded Evaporative Emission System Leak.
