Crank-No Start: 2000 S-Type

Hello all,
You may or may not know of my project build, here is an update:
2000 Jaguar Stype 3.0
Sat for almost 2 years and had extensive front end damage from a collision. Just replaced the oil pan and was able to finally try to start it up. When I did, I got a crank- no start.
Things of importance:
1. new oil pan, fresh oil, air filter, and oil filter.
2. car had a 1/4 tank of gas in it
[possibly bad gas....]
3. new battery with 720 cold cranking amps
4. i have not checked the inertia switch yet
5. have not changed fuel filter nor checked under the back seat to listen if fuel pump is bad.
6. have not pulled any codes yet either
i know this is not much to work with but was wandering if maybe i am forgetting to check something.
any suggestions would be greatly appreciacted.

LOL! It was, it was motorcarman!
When I finally got it fired up the other night it was late and I had a naggy girlfriend in the garage w/ me. Needless to say I didn't get time to check it.
I did find it last night. My only question is: How do I reset it?
I have already done a hard reset with the battery. Is there more, do I have to replace it?
Also, follow-up question:
If I have to drain the "bad" gas out, where do I do so at? Fuel filter area or back on the tank?
Never had to do this before.
