Diagnostics Are Good! DCCV looks good. Still no heat... Help me out!

I am by no means an expert in this area and have a lot to learn but have you looked into your Climate Control system to see if it is doing what it is suppose to do. I think you are working all around the problem, but what do I know. http://jaguarclimatecontrol.com/ I hope this helps.

But they only provide diagnostics for is the "Hot air only" problem. I have the opposite problem. I have the “cold air only” problem. The DCCV valve tests out and appears to be working correctly.
I do not see any other applicable tests in that thread and links in it. If you can help me find those tests I would appreciate it.

Any tips on which blend door has to open to let the heated air out into the blend box and into the cabin would be appreciated. The name seems to be the "evaporator heatercore blend door". But where the actuator for this blend door lives, none of the diagnostic websites given seem to list.

The DCCV is sending hot 'coolant' to the heater core only when the system is set to heat settings. There is obviously return 'coolant' recirulating back to the DCCV when the system is set to heat as well. So I am 99.9% certain it is not the DCCV. The heat is not being let out of the heater box and into the cabin.

Not yet. I have not had time to drop the glovebox insert yet to get into that side of the air exchange box. I was away at a conference from Saturday until today and life has just been full.
I will report back once I do figure it out, for certain.

I have the "no hot air" problem.
As indicated earleir the DCCV is getting the correct electrical signals and the DCCV is opening and closing correctly.
I'm out of town again from Thursday until Sunday so getting into the blend box is not going to happen this weekend.
It is getting warm here in TX (74oF today) so the heat is not so urgent. I'll get this sorted out and report back what I find.
