Dont Light A MATCH!!!!!!
My wife for some time has been complaining about a gas smell for the first day after she filled up. So today I went and filled the car myself, when I came out of the station to pay there was gas cascading onto the ground. It stopped after about a minute or so...
What could this be...and is ther any way to drop the tank easlily????
Any help would be much apreciated.

floppy, I would be venturing to guess that you have a small hole in your filler neck hose. To visually inspect the hose, you will need to pull the passenger side rear tire and then remove the liner that is inside of the wheel well. This should give you room to look around most of the hose. If you have recently filled the vehicle, you should also see a small trail of where gas has been spilled. You should be able to follow this trail back to the source. It can also be possible that you have a small return line that has developed a leak.
If you can't visually see the hole, then you may need to get the rear end of the car up in the air and then add a little bit of a gas at a time and see if you can spot where the leak is coming from with fuel actually coming out. Just make sure that you maintain one hand in contact with the car at all times to make sure you remain at the same potential as the car. One little spark from static electricity with fuel around can lead to big, big problems.

I called jaguar, and they informed me that my particular car was not part of that requal, or the work had already been done.
As for a leak in the filler tube, I dont think thats it because the leak is on the drivers side (opposite the filler tube). Is it possible that the seal around the fuel pump may be gone and if so is there any access to the fuel pump?

The fuel pump is inside the gas tank. Access to it is by removing the rear seat.
Jaguar blew you off. Either "the work has already been done", or it hasn't. If it has been done, they would have a record of when, where, and by whom.
I just checked my records. The gas tank recall number is R176D. It is typically performed when the customer complains of leaking fuel, not always from the filler tube area, sometimes from the tank itself. So if your tank has been replaced, there would be a record of this recall number with your car's history....

If you called a dealer.... maybe call another or Jaguar Corporate.... if you call Corporate and they ultimately confirm you needed the recall but it wasn't done - er, complain I think!
You may have 2 fuel pumps: one pumps tank-to-tank and the other pumps out of the tank its in. Jon89 told you how to access it. I don't know where the fuel pipes are then routed. Be exceedingly careful with petrol. Even a "small" spark from (say) a door switch could ignite a petrol/air mix.

Success!!!!!
I got the back seat out and found the access panels underneath. When you get under there there there is a round plastic cap (aprx. 6") held onto the top of the gas tank with a hard plastic rim clamp that is in turn held down by a hose clamp.
The plastic ring had crack alowing gas to spill all over the place.
A word of wisdom for anyone who has to tear into this.....
The hose clamp is not what it seems, some brilliant engineer somewhere decided to put a smooth cap over the adjustment nut for the hose clamp. It took me better than an hour to figure out that this cap wasnt some sorta special tool fitting. Take plyers to it and just pull it off, it doesnt come easy but it does come off.

I would be leary of the cap on the hose clamp still since when we did them we took off the caps and tossed them. Then you remove the tank caps and use special jaguar jigs to measure the opeing for the proper size which is what the recall was for. If it passed you fit new seals and tightened back up. If it didnt pass you replaced the whole tank assembly. And like i said in a previouse post i had a car that was shown to be done by a dealer in california and it wasnt. We got our area manager involved and he called the amm in cali and talked to him about it and the dealer that showed to have done the recall. Unfortunalty in every business youll have people that say they did the work and didnt just to get the money
