Engine code/oxygen sensor

I recently got a check engine light and took it to Jaguar to have light code pulled and it came back as P1646--no response from both upstream sensors-power to sensors good, sensors not working, so i would assume both upstream o2 sensors need replacing. Is it often that both sensors go at the same time and would that diagnosis be true? The car runs fine except for the check engine light. They say thats definetly what it is, and I just want 2 double check. Those sensors at the dealer are 200 a piece and labor would put it to around 700 dollars for two o2 sensors parts and labor, which is not cheap. If i can get somebody else to install them will the light go off or do you need to clear the code. Do i need to go through the dealer to get the check engine light off after i put in the sensors or is there another way. Jag doesnt release their diagnostic codes, and the regular obd2 readers dont work, but i dont want to pay 125 dollars again to just clear the code, is there another way. I have a 2003 STR with abt 104,000 miles on it.

P1646 is bank 1 (right hand) upstream only. Could be the sensor, its wiring, a bad connector, you name it, but they do age (it's hot in there!).
If repaired, MIL should go off but it would be good to clear codes as that also clears learned settings - and you want it to re-learn quickly.
You could get a cheap OBD (elm327) from evilbay. Will read and clear codes like that. Regular ones DO work (I have one). If you want jag codes just google like:
jaguar code P1646
or get JTIS from evilbay $10 well worth it.
The upstream are precision wide-band type. Don't use the wrong type
but anyone could fit one.
The car can't fuel properly so drive it as little as you can until fixed.
Spend some of your spare time reading here to learn about the S/STR - it's free. Donate if you can.

That's a load of money for 2 O2 sensors!!
They are not hard to do it's just hard to get to them. Any chance you can do it? Have any car buddies?
You should try RockAuto. They list about 5 different brands from about $80-$200 each. The upstream O2 sensors are much more expensive than downstream. Don't forget to use the 5% discount they have if you order.
