Error codes: 2006 S-Type

I installed new coil packs, NGK Iridium plugs, Upper and Lower Intake manifold gaskets.
I did a full radiator flush and fill and an oil change with Castrol full synthetic.
I am getting multiple codes still with Power Restriction showing.

P0316
P0171
I have done multiple drive cycles. I bought new 02 Sensors (Pre-cat and post) for both banks. I have not installed them yet though. Is this the likely culprit? I also ran 2 cans of Sea Foam through the tank to help clean injectors, etc. I am still thinking fuel injectors but haven't decided.
Just looking for a little advice. Thanks.

Not likely O2s, no. Almost for sure not, and not injectors as 3 do not go bad at once.
Forget seafoam. You're headed the wrong direction.
Which engine?
Guessing 3.0, even though it normally uses platinum plugs I believe. Iridiums are 4.2 NA/STR. But may well be OK in the 3.0 (anyone know for sure?). Which actual NGK plugs?
If 3.0 you may have an air leak. Check fuel trims via OBD live data. E.g. get an elm327.
Also consider Search on the codes and see what others found (PCV? EVAP? etc). But cheapest is to at least check those trims.

If it's an earlier car make sure the coil ground wires were bolted back in place if they were removed. They're located at the rear of the engine in the area where the coil wiring harness runs into the top of the valve cover. You'll see the grounds running out of the harness. Follow them to see that they're bolted down.

With the P01171 code it says System too lean on Bank one. I have read that typically points to vacuum leaks but wouldn't that affect both banks?
This has nothing to do with the O2 sensors?
I have a CenTechOBD2 model 62119 and cleared the codes before each drive cycle. Both drive cycles I have completed have resulted in the same codes. The MIL only comes on after normal operating temp is reached usually after the city cycle and I have transitioned to the highway driving part of the cycle. The voltage on the O2s pretty much drops to zero during closed loop. Range should be between .9 and .1 volts but they drop to .01 and even lower during live reads.

Update:
I did some live reads after checking foe obvious vacuum leaks. I heard none while moving the air lines around. The actuator is seating well too.
I ran at 750 rpm for about 10 frames for a short baseline then went to 1800 to check short term and long term fuel trim percentages.
Short term fuel trim percentages on both banks remained at 0 through 31 frames.
The long term fuel trims showed on bank ONE between 18.7% and 19.5% throughout all 31 frames.
However on bank TWO the long term fuel trim percentage stayed at MINUS 10.2% throughout all 31 frames of live date and during all rpm changes.
Does this point to fuel filter???
