I might be wrong, but I'm under the impression the 03 and 04 R cars have identical bodywork including front bumpers,
The facelift took place in the 2005 model year, and ran to 2008. Maybe you're referring to the 2005+ cars front bumpers? Although I would hardly call them 'more aggressive', maybe you're thinking of something else?

The 2003 to 2004 R was the same.

Now if you want to swap them over, you can, but it is much more involved.
You will absolutely need to change the following in addition to the bumper cover:
The grill (they look very close but are a different shape and angle)
The hood (it too is totally different where it terminates at the nose)
Also, you may need to change the fenders, but I don't think so. The oil coolers for the supercharger would be a worry for me as well. See, the 03 and 04 had one single center mounted one and the 05 got dual coolers mounted where the fog lights would be. Also, I would be concerned about the mounting points as well and the actual bumper under the cover. I don't know if they changed it.
That said, you can do it. In fact I wouldn't be afraid to tackle it in my personal garage. Just know you are changing a whole lot more than a few hundred dollar plastic bumper cover that you had painted.....
