Front Power Distribution Box Fuse Voltages...

Hello,
Checked out my front power box...
Touched black probe on ground strap beneath windscreen cowl and touched each fuse...
11.74v for all fuses (about 15 of them in total) - does this sound correct?
JTIS explains repairing circuit to GB5 pin if fuse 6 is below 10v.
Any ideas

Maybe you guys are still online, or someone else knows details about this 11.7v in the primary fusebox.
im curious too since mines measure the same voltage,
