fuel issue please help expert needed
2003 jaguar s type 3.0l
low fuel pressure
brand new fuel pump, filter, and fuel rail sensor
car quit starting after was ran out gas, had low pressure via mechanical gauge on fuel rail so a fuel pump and filter was purchased and installed. still ran terrible and computer showed 18-25# so i replaced old pump back in and computer still reads 18-25# of fuel and car starts and just stumbles. Replaced fuel rail sensor and computer still reads 18-25# car runs but stumbles and dies. put new pump back in and still only reading 25#
i have pushed the interia reset button as well in driver kick panel (car had a little smack on trailer home figured might be issue)
throws code p0191 fuel rail pressure (read this comes on anything outside 20-70psi)
what do i do now? im at a total loss why im not getting fuel pressure. please help

And all was good before that?
New pump was no help. Same reading with the original reinstalled.
New filter no help.
Pressure at rail confirmed with a mechanical gauge.
Some random thoughts:
Maybe some crud got sucked up when the tank was empty? There is a pressure relief valve in the tank, if I remember correctly. I think there's a second valve to prevent reverse flow. Perhaps one is sticking open from some crud? I'd think the pickup tube should have had a sock on it to prevent picking up debris. Did you notice any damage to the sock when you changed the pump?
Do you still have the old filter? If so, I'd cut it open to see if any crud got caught there. That would help determine if anything got pushed through the pump.
An electrical issue doesn't seem very likely, as the problem started when the tank ran dry. It wouldn't hurt to verify full 12V at the pump connector just to be sure.
