Sounds like it could be either frozen or your battery is low.
First thing I would do is to put the car battery on charge for at least 12hrs, then try again.
When you re-connect the charged battery you will need to re-calibrate the hand-brake. Read your manual, simple procedure.

Instructions and Pictures to release the Parking Brake when stuck on.Sorry I couldn't figure out how to put the pictures on this page so I have put a link onto photobucket,best I can do till somebody tells me how to do it.
No 1:- Pull back the boot floor.
No 2:- First on the right hand panel in the boot you will find two black plugs one on the right one on the back panel near the light cluster,undo these by unscrewing them.
No 3:-Carefully pull out the trim from the black plastic back panel trim and pull back the side trim to expose the Parking brake module and the wiring loom etc.
No 4:-Take out the wiring plug from the left of the module and you will see that there is two wires that are thicker than the rest one wire is red/white and the other is green/white these wires are the ones that control the parking brake motor.
No 5:- Now you need to energise these two wires to get the motor to work.Put one end of a piece of wire into the block where the red/white wire is and the other end of the wire onto the negative side of the battery.
No 6:- Put another end of a piece of wire into the block where the green /white wire is and the other end of the wire onto the positive side of the battery.
You should now hear the motor activate the handbrake and you will be able to drive again. ( IF IT DOESN'T WORK SWITCH SIMPLE SWITCH THE WIRES AROUND ON THE BATTERY It's a good idea to attach crocodile clips to the wires and keep them in the tool kit for emergency's.THIS TIP WILL ONLY WORK IF EVERYTHING ELSE like cables motor is in working order and the fault is caused by a electronic fault. http://s287.beta.photobucket.com/use...jaguar%20forum

However as V40TC has stated in his excellent post other factors can cause the same condition. Try the Battery first and if this fails to rectify the condition investigate as per V40TC details.

PS Note my S-type has a manual gearbox and works slightly differently to the autobox version in that it does not have the automatic release system of the automatic cars, but the same basic principles apply. T.
