Default Starting no oil..

With the pedal to the medal you can crank until the battery flat or starter burn out and the car will not start until the pedal is let go. The reason is it's design into the system so when that procedure is being perform it cuts power to the ignition system or sort like that. Very helpful to prime the oil filter after oil change.

Edit: I believe this protocol is only applied to OBD2 compliance car. Not sure about non-OBD or OBD1 compliance vehicle though.
Funny those old recepie with Marvel oil! If you inject oil in the cylinder it will end up in the catalytic converter and you open yourself to the world of experimental mechanic! Stick to the Jaguar or professionnal source ! Here are my own car manufacturer instruction : Ferrari 512BB 1978: unconnect coil to distributor, remove spark plug and crank until oil pressure show . Porsche 993 1996 : disconnect ECU relay , crank until pressure show. Note that if you open the trottle you allow air in the cylinder and increase the pressure on the piston therefore let the throttle close will garanty minimum pressure on the rings and crankshaft bearing while cranking.
Have a nice day.

Actually no. Holding the pedal to the floor cuts off the fuel injectors because that's how you clear a flooded engine.
The engine if flooded will most likely start but if you have NOT cranked the engine yet then yes you should be able to turn over the engine without it starting by holding the pedal to the floor.

You can easily prove this to your self by holding the pedal to the floor and have someone spray a bit of starting fluid in the air cleaner while you crank the engine over.
The car will start.
